The Building Enclosure Technology and Environment Council (BETEC) is charged with encouraging optimum energy use of buildings through a better understanding of how overall, complex building components interact with each other and the environment.
BETEC members work together to share knowledge of existing and new technologies and practices, and to integrate technical programs on building safety, durability, resilience and occupant comfort with the thermal performance of building envelopes. The Building Enclosure Councils (BECs), a joint venture between the American Institute of Architects and NIBS under the aegis of BETEC, host some 4,000 members in 34 local chapters.
BETEC has a diverse board representing many different aspects of design, construction, and building industry.
Vice President, Commissioning, Salas O’Brien
Unit Manager & Principal, Wiss, Janney, Elstner Associates, Inc.

Vice President, Technical Solutions, National Institute of Building Sciences
BETEC has a diverse board representing many different aspects of design, construction, and building industry.
Under guidance from the Federal Envelope Advisory Committee, the NIBS developed this comprehensive Building Envelope Design Guide for exterior envelope design and construction for institutional/office buildings. The BEDG is part of the Whole Building Design Guide-WBDG and is continually being improved and updated through the Building Enclosure Councils (BECs).
BEST events brings together building industry professionals to share information on specific performance aspects of building systems designed for high energy efficiency, good indoor climate and long-term performance. BEST combines the expertise of the National Institute of Building Sciences Building Enclosure Technology and Environment Council (BETEC) with the outreach efforts of its Building Enclosure Council (BEC) chapter network. At BEST, attendees can learn about advancements in topics ranging from fenestration, moisture control, indoor air quality to net-zero buildings, commissioning and whole systems design.
BEST6 – MAR 19-20, 2024
The Building Enclosure Science and Technology (BEST6) Conference brings together a cross-section of public and private building leaders, including design professionals, contractors, manufacturers, and educators. BESTfest – APR 28, 2021
This seminar brings together industry leaders and experts to discuss how the Building Enclosure Science & Technology field has changed since COVID-19 shook the world.
More than 3,000 affiliated architects, engineers, contractors, manufacturers and others with an interest in building enclosures participate in Building Enclosure Councils (BECs) around the country. The councils promote the exchange of information and encourage discussion on matters concerning building enclosures and related science, such as training, education, technology transfer, weather conditions and local issues and cases.
The National Institute of Building Sciences Building Enclosure Technology and Environment Council (BETEC) and the American Institute of Architects (AIA) signed an agreement to establish the BEC initiative on May 18, 2004. Their initial goal was to have local AIA components establish at least nine BECs by May of 2007. Since then, the program has founded 32 chapters, representing both cities and states.
Associate Principal, WJE
